The Huai River Basin And Its Governance

As the tragedy of the commons, the water pollution problem of Huai River hasn't been solved for more than ten years'governance. Even serious pollution accidents often occurred. The difficulties of the water pollution governance are related with the objective reasons of Huai River's natural conditions and economy development level, with China's industry development stage and background of institution transferring, and more importantly, with the defected governance policies and administration institution. This study was to summarize the existing governance policies and administrative institution of the water pollution problem of Huai River by the tripartition of market, government and society, It analyzed the background, essence, problems and reasons of the Command and Control, Market-Based Instrument and Public Participation with the theory of public economics and public administration, and discussed the administrative institution with the theory of Game and Administration. Finally, it brought forward suggestions that according to Command and Control, we should construct the industry park area, promote the urban water pollution processing industry and improve the standard of the urban water pollution fee; according to Market-Based Instrument, the levy and using of company water pollution fee should be standardized, and we could introduce the water pollution tax; according to Public Participation, government should push forward its progress. The problems of administrative institution included the lack of river administration organization, partition of local decisions and separating of water pollution governance and water resources protection. Preliminarily establishing the administration organization and coordinating organization of Huai River could solve the above-mentioned issues and provide an effective administrative platform for water pollution governance of Huai River.
