With the rapid growth of both economy and urbanization in the Pearl River Delta, water pollution in this region becomes more and more serious. To deal with this problem, governments and divisions cooperate under the framework of the Pan-pearl River Delta by conferences of administrators from environment protecting bureaus. Although some positive effects have been achieved, there are still some barriers of further cooperation. This paper aims to solve these problems by methods and tools of regional public management, and the process of water protection is defined as kind of providing regional public goods. Continuing with the descriptions of the definition, features and providers of the regional public goods, there is the analysis about the reasons that brought on the difficulties of the regional public management in China, which are the shortage and superfluity of the regional public goods as well as the lack of well developed system for the provision of regional public goods. According to actual conditions, this paper suggests basic ways of cleaning up and protecting water resources in the Pearl River valley. The first step is the conversion of managerial thoughts. Officials should put themselves as the servants of people. And different levels of governments should cooperate with each other. The second step is the transformation of governance mechanism. By allowing the third sector to join in the governance of social affairs, cooperation of the third sector and governments help create the network governance. The cooperation among governments in the Pan-pearl River Delta requires simulation from compensation methods.Next is the innovation of governance tools. By decentralizing and empowering, the private market can be introduced into the production and provision of the regional public goods. Thus the"prisoner's dilemma"would be broken and the efficiency of cleaning facilities in the Pan-pearl River Delta is improved. Last is perfecting and detailing the structure and rules of the cooperative organizations. The cooperative work of environmental protection in the Pan-pearl River Delta should be regulated by relative laws and regulations.
