With the rapid development of chemical industries,a lot of large-scale tank zones and storages are built,where stored a great deal of poisonous,harmful,flammable,explosive chemicals.Many of them belong to the major hazard installations(MHI)in nature.But there are many defects in the safety management of MHI in the city,which the leakage accidents of poisonous,flammable,explosive chemicals are happened most frequently among sudden pollution accidents,the forms of leakage accident of chemicals are many and varied,the mechanism is very complex,especially to the LPG such as chlorine, ammonia and some low boiling point chemical substances,in order to store and transport conveniently,usually stored in the high pressure vessels in forms of liquefaction,high pressure and low temperature.When storage vessels is failure,the poisonous,harmful substances leaked out into the air would be lead to personal poisoning and environmental pollution, which is most serious to flammable,explosive substances,At the same time,Once the leakage accident of the liquid ammonia tank occurred,the results will also be the reference for safety and environmental protection department to grasps the consequences of such accident and its effects,and the situation of environmental pollution,and also important basis for resolving the accident and pollution hazards,which has a practical significance, from the view of environmental protection and industrial safety..The accident pattern of the major leakage accident is analyzed and studied in this paper.The occurrence,development and control mechanism of poisonous substances leaking and proliferating are studied,the effect of various factors on proliferation consequences is analyzed.And then selects the fit leakage accident and proliferation model to simulate,quantitatively analyzes the concentration of poisonous substances proliferation after the leakage accident of ammonia.Grasps the law of its leakage and proliferation, mainly including its proliferation range and concentration after the leakage,the relation of proliferation laws and concentration under different aging time,some relative factors with ammonia-proliferation,the effect of leaked ammonia on human health.Finally,simulates and analyzes the scene data in a chemical limited company in Yun-Nan at different conditional leakage in 500m~3 vessels,at the same time develops the emergency decision-making system of the leakage accident emergency,simulates the consequences of the accident in direct and dynamic way,while combining the fuzzy decision-making and the simulation of the accident,builds emergency guidelines of the accident,which could help the security sector enterprises to optimize emergency rescue resources,it is very important for developing emergency rescue system and reducing casualties and property.
