Land, which is a valuable asset of human society, is essential resources and material foundation for human survival and development. Human survival space and production activities all contact with it. The utilization of land reflects the most direct and close relationship between human beings and the nature's mutual influence and interaction. The development and utilization of land resources is an important indicator, which can reflect a country or a regional scale and level of economic development. Sustainable use and development of land resources has a necessary link and it's also an important foundation to make the sustainable development of human society and economy come true. Based on this, paper refers to current international methods—"Ecological Footprint method" which is to evaluate sustainable development, combined with the theory of sustainable development of land to analyze and evaluate the sustainable land use in Shaanxi Province.In this paper, the domestic and international research on sustainable use of land have been reviewed. Depend on the theoretical foundation of sustainable development, the paper elaborated the connotation and the basic principles of sustainable land use, introduced the basic concepts of the ecological footprint, and in-depth analyzed the calculation model ,the steps then made an objective evaluation.Under the above-mentioned theoretical basis, Shaanxi Province's dynamic degree of land use was calculated with the EXCEL software, then the paper construct the model of the Shaanxi Province's ecological footprint. The results show that 8 years' land-use rate of Shaanxi Province change quickly, the annual change rate reaches 3.43 percent; the Ecological Footprint of Shaanxi Province in 2007 and the dynamic change of Ecological Footprint from 2000 to 2007 were calculated, the results show that sustainable land use patterns in Shaanxi Province is unsustainable in 2007. From the year 2000 to 2007, the ecological footprint increased from 1.017633 hm~2 to 1.900797 hm~2, the per ecological footprint increased 0.88 hm~2, the average annual growth rate is 11.04%; the ecological deficit increased from 0.143531 hm~2 to 1.118666 hm~2, the absolute value of ecological deficit increased 0.975135 hm~2, the average annual growth rate is 12.19%. The ecological deficit increased progressively year by year, and the land sustainable use is in the absolute ecology pressure. This article also evaluate the land use degree in Shaanxi supplemented by economy correlation analysis model, the results showed that, although land use in Shaanxi Province is in absolute ecological stress, but it has not prevent the economic development, the land development still has potential.According to the above analysis of the problem, which exists in the sustainable land use in Shaanxi Province, the following measures were proposed to alleviate ecological deficit to achieve sustainable land use: (1) to strictly control population growth, and guide the right consumption; (2) to establish the long-term mechanism to protect farmland and improve the quality of cultivated land; (3) to improve the construction of land's ecology and environment, to realize the ecological sustainability of land use; (4) to set up mechanism ,which through land supply to guide and restrict the demand for the land; (5) to perfect intensive the city landuse; (6) to speed up the constructions of the relevant laws of land use.
