Policy Study On Develop Shanghai Public Testing And Inspection System

Public testing and inspection system development is the major part of the national security system development. It is also the important method of the national S&T innovation basic capability development and the key assurance for the construction of innovation country and leading and support function of S&T. From the aspect of public management, this paper sets up the analysis framework on the basis of non-profit testing system development factors by using Porter's competition theory and the diamond model. Taking Shanghai for example, this paper analyses the experience Shanghai has got from the development and strengthening the non-profit testing platform and the problems that must solved. Comparing with the experience of the development of foreign system and organization in accordance, this paper puts forward the conclusion that Shanghai must fasten the development of public testing service system and the advice with regard to the construction of public testing research platform and the improvement of public service.The national compatibility has always been the hot topic but the theory from various schools differs from each other and there is not such a cure-all one. The diamond model from Pro.Porter is not only the tool for manager but also a micro-economy method for the government to develop the economy and handle the actual competent problems. It can direct the development of non-profit testing service system. Generally speak, the construction and improvement of Shanghai non-profit testing service system is one of the best way to fulfill government function changes, coordinate the resources between public and private sector and to achieve the effective resource arrangement with the new management theory of our national government and under the circumstances of economic globalization, national comprehensive compatibility and access to WTO. On the basis of the above mentioned points of view, this paper puts up opinions on the situation of Shanghai public testing and inspection system development, existing problems and improvement measures should be taken by taking the example of Shanghai Academy of Public Testing and with reference to the experiences of foreign national testing system development such as USA, Europe and Japan.
