Research On The Environmental Policy Implementation Based On The Theory Of Stakeholders

The good ecological environment is the basement of economic development. And at the same time it is the premise condition of sustainable development strategy. As the largest developing country,the nature condition of our country is different,so the development of different district lose its balance. It includes serious environment pollution and ecological destruction .The environment problem has hindered the development of our economic production.The environmental policy system has been built and it has made some effects in the environment protection, but there are still problems in the implementation of environmental policies, and they are hindrances for our object of environment protection. So it is very important to find the factors that affect the implementation of environmental policies and correct them through the analysis of the implementation of environmental policies. So, the research of this article has theoretical and practical significance. Taking the"theory of stakeholders"as the angle of view of this article, this paper defines the concepts related with the implementation of environmental policies and the theory of stakeholders, find stakeholders in the implementation of environmental policies. They are general and local government, enterprise, public and environment NGOs. Then analyze the characteristics of certain related subjects. After that , illustrate the actuality of the implementation of environment policies and then analyzes the problems that exist .The most important is the analysis of the reasons based on the stakeholders. At last, by learning from the useful experience of the developed countries and combining China's specific conditions, the paper concludes that the following improvement should be done to improve the efficiency of the implementation of environmental policies by coordinating the relationship among different management subjects, playing the right role to make full use of the government's dominant function, increasing the environment protection responsibility of enterprise, prompting the public to participate in the implementation of environment policies actively.The research methods of the paper are: (1) Comparative analysis: on the basis of good practice in foreign developed counties, the paper selects some key points to compare and studies the positive ideas and patterns so as to provide valuable data to overcome the problems of our country; (2) Canonical parse: the paper analyzes rationally the relevant interest groups in the implementation of environment policies, and explains the problems using the theories of public management; (3) Interdisciplinary research methods: The paper adopts the related theories of the science of public management, environmental management and marine public policies, With interdisciplinary complementary advantages, the paper integrates relevant theories and tries to make a little contribution to theory innovation.
