In recent years, some super-large cities and coastal cities in China have reached a climax in developing underground spaces, and every year, cities like Shanghai, Guangzhou, Shenzhen, Beijing, etc. construct metro and under-ground tunnels in a fast way, thus large amount of underground spaces have been developed. The management level of the development and construction of underground spaces has been improved a lot. However, there still are some problems in the management of underground spaces, which influence the sustainable development and utilization of underground spaces. Consequently, we have to do deep research to promote the underground spaces development in our county and realize the harmonious unification among recourses, environment and economy. The present thesis is aimed at studying the problems in the management of underground spaces development and utilization in Shanghai. Firstly, it summarizes the purpose and significance of the topic choosing; the related study at home and abroad; the content and research method; the concept, scope, characteristics of underground spaces and the situation related to the present development and utilization of underground spaces. Secondly, it analyzes and evaluates the present development and utilization of underground spaces, points out that there are some problem existed. Thirdly, it raises that carrying out systematic management on underground spaces is the way to solve those problems and also lists the principle, mode and several main problems relevant to the systematic management. Fourthly, it draws up a planning for the systematic management of the development and utilization of underground spaces in Shanghai from the aspects of operation orientation, operation function, system, mechanism and legal protection. At last, it states a conclusion, and puts forward prospects for future studies. Briefly, the writer thinks the present study is only a preliminary study putting forward the strong desire for carrying out the systematic management on underground spaces, and the systematic management needs legal support to maintain the continuing and continuous improving operation, which requires researches in future studies.
