Along with the increase in the number of population and the expansion of urban size, city pipe and traffic network continuous improve,tourist attractions and commercial network expand,the geographic information networks of the city under significant changes, citizens' desires of public geographic information multiply daily.The other hand,nowadays china suffers from lots of disasters of earthquake flood and debris flow frequently on most of the districts which makes traffic interruption and jam,crowds of stranded travelers,makes citizens delay in travel,has brought huge losses.So it is necessary to reduce losses caused by disasters,protect life and property of the people by studying how to rapid evacuation and scheduling stranded people suffer.This system based on the framework design uses PostGIS + PostgreSQLto store the preservation of spatial data and other data in data access layer.In the business logic layer,WebGIS technologies such as business logic with GeoServer and the shortest path algorithm and the Dail model achieve the functions of the emergency divert and route inquiries;Presentation layer using JSP, AJAX,and OpenLayers achieve the display of the website information and map.The whole system has the characteristics of low coupling and high cohesion,lower cost and more conveniences for maintenanceing and upgrading.This system can be a part of the official website of goverment for the convenience of the citizens.What's more? it could be used as the basis of scientific decision for local government. By importing the real-time disaster information and traffic information ,the goverment can achive the emergency evacuation for stranded people.At the same time,the citizens are provided three searching ways between two places:shortest path, most inexpensive path,most time-saving path,the system's query results are feasible by updating the real-time traffic information,providing people the indeed transport information services which are timely and precise,so that it can serve the people better.
