Management Of Exploration And Practice Of Our Village And Town Construction Research

The construction of the new socialist countryside, which mainly contains that of villages and towns is a significant task of China's modernization process. Compared with the villagers'increased demand for material and culture, there are still exist problems that must not be ignored in the overall construction of villages and towns.On one hand, this paper mainly studies the strategy of integration and reshape of villages and towns'construction and management system based on the improvement on current residential environment in rural areas. The study is specifically developed according to aspects concerning the construction as guidelines and principles, laws and regulations, planning and management, administrative departments, management on quality and safety and the management mode of the urban-rural integration. What's more, it is analyzed and proved through a real practice of the urban-rural integration in Dongtun village, Furong district, Changsha, reflecting a real situation of the construction and management of villages and towns in middle provinces. On the other hand, this paper discusses the construction process of the new socialist countryside in our county in terms of the management system. Thus, it not only clearly point out the direction of villages and towns'construction and management in China, but also plays an important role in exploring a new mode of rural construction and management, which is suitable for economic development, harmonious urban-rural development and the inheritance of native culture.The construction of villages and towns in China must be planned by harmonizing urban-rural disparity. Principles on rural planning and construction should be accordant to ecological civilization. They are as follows:protection of ecology and rural characteristics; adherence to organic mix of function and space; maintenance of ecological cycle; inheritance of native cultures; application and spread of technologies; respect for nature; classified instruction; emphasis on county's construction for its economic development and on small town's planning for the promotion of neighboring countryside. Administrative organs of levels of governments should act as pillars in the construction of villages and towns in China. With the guidance of the state housing and urban-rural construction department, with provinces and cities carrying out the spirits of documents released by the central government and the state council, great achievements have been gained in the construction and management of villages and towns. Over the past 60 years, China's countryside has experienced from spontaneous development to development under the rule of law. The state has paid high attention to the legislation on construction of villages and towns. The law on urban-rural planning of People's Republic of China and some related rules have ensured the management of rural areas'planning and construction. On the whole, as the building program of the countryside is backward and not adjust to the new situations, and there still exist differences among rural areas. Therefore, the management and coordination of rural construction program should be improved by following methods, which include, selecting appropriate modes of development, explicitly positioning functions, improving the layout of countryside, mastering planning progress, enhancing infrastructure improvement, concerning housing construction, laying equal emphasis on both construction and reform, regulating the utilization of land, beautifying residential environment, modulating changes of roles, completing and perfecting the standards on program of villages and towns.Although the overall level of engineering's quality and safety is arising increasingly, development in rural areas is still in imbalance. In order to improve the management of engineering's quality and safety and raise the level of it, we should try our best to perfect aspects as followed:related rules and regulations; innovation in systems and mechanisms; strict supervision on the enforcement of law in administrative organs; wide spread of technologies; programs of training professional technicians; stress on key points, classified guidance and innovation in way of supervision; improvement of the work of fighting and preventing disasters; overall plans on urban-rural development and standards on scientific construction of villages and towns.The integration of urban and rural areas is a new stage of modernization and urbanization in China. Cities, as Chengdu, Zhucheng, Wuhan, Changsha and Yueyang, have already explored effective management modes of the integration on the basis of their own facts.The paper, which acts a practical pattern for the integration of urban and rural areas in our country, is analyzed and proved by a real practice—the urban-rural integration in Dongtun village, Furong district, Changsha.
