A Study On Several Core Issues And Countermeasures For The Planning,construction And Management Of Villiages And Towns In Southeast Chongqing

With the further slowdown of urbanization progress,China's urbanization has entered a relatively slow period.As the expansion and development of large cities have come into a phase of stable growth,the focus of social construction should be shifted to the rural area.Now ChongQing has already entered relatively high level of urbanization,slow growth stage,the key social construction has already changed to countryside.Chinese cities have experienced a large-scale urbanization process of urbanization.In the early stage of rural construction,some prominent contradictions and problems have emerged,such as confusion of management system,lack of standards as well as urban cultural erosion.How to smoothly guide the rural construction into beautiful villages and towns,has become an urgent trend of development.Since the reform and opening up,the productivity has been greatly improved,and the rural construction has been greatly optimized.However,the pace and development of rural construction management has increasingly shown drawbacks.For example,most of the existing regulations on the rural construction are derived from the existing urban management regulations,which seem excessively rigid when applied for the management of rural construction.The most obvious lack of management is the major loss,such as the continuation of nostalgia culture,spatial morphology of villages and towns,ecological development,management of human resources and construction facilities.How to deal with the bucking the trend,change the management consciousness.In this paper,emphasis will be put on how to deal with the development trend and how to form the village management strategy by removing the “urban-oriented” consciousness.How to formulate De Urbanization standards on management level,appropriate to give the villagers autonomy construction authority,the bottom line management techniques of administration institution,draw up a new standard of the traditional villages' construction,guide and encourage to the heritage of traditional culture,thus the construction of villages' culture can be obtain,the Chinese dream of beautiful countryside can be come true soon.This paper takes some typical villages and towns located in Southeast Chongqing as the research object,because: 1)I have a full understanding of villages and towns in Southeast Chongqing due to the practical needs of my work,at the same time I have enough basic information;2)Southeast Chongqing is a gathering area of ethnic minorities,such as Miao and Tujia,with obvious characteristics and important resources of development of villages and towns;3)with its long history,cultural value and inheritance value as well as management value are quite high in Southeast Chongqing.Through some research methods,such as current situation investigation,policy analysis,interpretation and explication of regulations,in-depth interviews,questionnaire survey,this paper summarizes some difficulties faced by the construction management of villages and towns in Southeast Chongqing,and puts forward the breakthrough point of public management.This paper study concluded that in order to move towards the road of benign development,there be firstly change the management consciousness of City Orientation,regain the lake of the currently management system and standards in conscious roots,adjust and reconstruct timely;We should apply the "urbanization" method in the process,then focusing on the physical truth of the villages and towns in Southeast Chongqing,it can be structured a suitable management implementation strategy;It is should respect the local attributes and cultural heritage fully,renderthe villagers enough building autonomy,rigid implementation of the bottom line management model.We must establish a long-term legal management mechanism,then we should establish the authority and seriousness of management,at last we will timely update and adjust management strategyaccording to the management feedbackeffect.This paper can be used as reference for the planning and constructing management of villages and towns in the aspects such as public policy formulation and management,the continuation of rural culture,nostalgia remodeling,ecological development,and industrial development.
