Through the research on the assessment system and assessment method of regional water resource's sustainable utilization, the quantitative assessment of regional water resource's sustainable utilization is obtained. At the same time, we may not only measure the development ability of regional water resource system but also measure the corresponding ability of water system and society system, economy system and environment system. This provides important theoretical and practical benefit to the regional water resource's sustainable utilization and ecological environment construction.In this paper, the data are dealt with Matlab and Excel which have better calculation, and Analysis Hierarchy Process (AHP method) is adopted to determine the weight of each judgment index, and the fuzzy synthetic judgment model and the artificial neural network model are chose as the assessment models. With the data from 1986 to 2005, the water resource's sustainable utilization of Shaan-Bei is assessed in succession. The main conclusions of this dissertation are as follows:1. Based on sustainable development theory, the important part of water resource's sustainable utilization assessment is given, The paper reviewed the domestic and foreign research status quo of the system frame, assessment index system and assessment method about regional water resource's sustainable utilization, and analyzed the main problems.2. Summarized basic theory of the water resource's sustainable utilization, it includes sustainable development theory, system theory, environment-economy theory and water resource's characteristics, Summarized defination of the water resource's sustainable utilization.3. Take the compound system theory as the foundation, according to the special conditions of Shaan-Bei the assessment index system of water resource's sustainable utilization is established. The system included the sustainable capacity of the water resource system, the coordination level between water resource system and social system, and the coordination level between water resource system and economical system, and the coordination level between water resource system and environment system. It established a good foundation for assessment model of water resource's sustainable utilization of Shaan-Bei.4. The paper discussed the principles and methods of founding the assessment index system on the regional water resource's sustainable utilization. Puts researches on the level of synthetic assessment of sustainable water resources utilization by using the multi-objectives and multi-level Fuzzy synthetic assessment model and Artificial neural network model, the author established four levels on the sustainable utilization level and quality synthetic assessment model of water resources which contains the target level, the criterion level, the realm level and the index level.5. Analyzed the geography, geology, landform, the social development, economy development, and the water resource's characteristics of Shaan-bei, The water resource's sustainable utilization capacity of Shaan-Bei is assessmened in succession, Finally, according to the results, the better policy and advices are put forward. The results are: The sustainable capacity of the water resource of Shaan-Bei shows an upward trend, from 1986 to 2005. On the whole, the sustainable capacity of the water resource is between with worse and middle stage that means that the water resource's sustainable utilization has great potential of Shaan-Bei. The coordination level between water resource system and social system, The coordination level between water resource system and economical system and The coordination level between water resource system and environment system are improved. And the key factor influencing the water resource's sustainable utilization of Shaan-Bei is that the water resource's situation, the level of efficiency and performance in using water and the water's environmental quantity .
