Through some investigations and analysis of Asphalt pavement of freeway in Shannxi province, the paper proposes three decision-making models on when to overlay the existing pavement after summarizing the native and foreign experiences. These three decision-making models are created respectively on the basis of Fuzzy Evaluation , Gray Relationship and ameliorated Artificial Neutral Network(ANN). According to the accuracy of these models, a suitable model, ameliorated ANN, is found.Another topic of this article is to try to find a proper overlay design method. By using Elastic Layer System(ELS) , Finite Element Method(FEM) , Genetic Arithmetic(GA) Back Calculation and Efficacious Thickness Method, the paper puts forward four design methods. The results say that the position where the max stress appears is not the only one but varies with the thickness of overlay. And different methods will end with different thickness of overlay. And with reference to the actual conditions of Shannxi, using GA to backcalculate the present elastic module, then using Elastic Layer System to calculate the thickness of overlays, is thought to be the most suitable design procedure.In order to testify the proposed overlay design method, some experiment overlays are being constructed. And things about how to combine the overlays with the existing pavements and how to control the quality of overlay etc. are discussed hi the last chapter of this paper.
