Water-borne transportation is one of the important bases of national economy, society development and people's everyday life. China possesses more than 18,000 kilometers of coastline, she is also rich in inland water resources which including the 3 main water networks i.e. Zhujiang River water network, the Yangtze River water network, Heilongjiang River water network, Great Jing-hang Canal and many other lakes and rivers, these resources provide potential opportunities for the prosperity and development of Chinese water transportation. Nowadays, in China more than 90 percent of imported and exported goods are transported by sea-borne transportation. The prosperity of tourism brings prosperity in water transportation. People living in water network areas use vessels as their daily transporting vehicle. The facts are that China and Chinese benefit a lot from water-borne transportation. On the other hand, water traffic safety problems and ship-based pollution impose negative influences to sustainable development of domestic economy, these problems are being concerned by the society and the public increasingly.The statistics of national and international water traffic accidents indicates that more that 80 percent of sea traffic accidents are caused by human element, seafarer is the key factor to ensure the safety of life and property, and is the key to ensure the success of prevention of pollution. Maritime countries and related international organizations are focusing on how to strengthen the management of seafarers and, how to reduce water traffic accident and pollution accident through controlling human element.Through discussing the characteristics of the seafarer occupation, the society status of the seafarer, the seafarer's duty and responsibility for water traffic safety, the influences of human element on water traffic safety and ship-based pollution, and through analyzing the causes of water traffic accidents and pollution accidents, this article explains the necessity of strengthening seafarer management, the necessity of improving seafarer qualification and the necessity of ensuring welfare for seafarer. With these efforts we can effectively and efficiently achieve the national and international goal of "safer shipping and cleaner ocean".
