Commercial Residential District In The Construction Of Its People In Xi'an City Living Environment Quality Evaluation Studies

Resident is one of the most fundamental requirements of the people's. With the development of national economy and the improvements of the people's living standard, the environmental consciousness of inhabitants is becoming more and more stronger, and the living content and style has changed greatly in urban residents, the residential requirement has also changed to the style of quality, which was the style of pragmatism before. So it has become the main trend to strengthen construction of human settlements in our cities in the 21 centuries.Urban residential sub-district not only was the basic carrier to satisfying the residential requirements of inhabitants, but also was the most fundamental units, which formed the urban special structure, so the construction of it was relatively important to the sustainable developments of urban human settlements. With the resuscitation of real estate after 1990 years, the construction of urban commercial residential sub-district has developed rapidly, which has become the new consuming emphasis and the new growing point in national economy. But there also have a few problems on the aspects of residential quarter's planning, the resignation of the housing and the housing market, which affect on the convenience of people's living and the sustainable developments of urban human settlements.The research on the qualitative evaluation of human settlements was relatively new in our country, a few scholars also have studied on this point after 1980 years, but the objects they studied almost emphasis on the cities, and the commercial residential sub-districts that was developing rapidly were ignored. So, with the helping of many corporations, the author has take almost one years to investigate the construction of the commercial residential sub-districts in Xi'an city, and And the problems of present situation about construction of residential sub-district are analyzed. Then the quality of human settlements on thirty sample residential sub-districts were evaluated by applying analytic hierarchy process, and the results of evaluation were analyzed from different directions.The light points of this paper were:(1)The theories were induced to four aspects in this paper based on the comprehension of correlative theories, such as the theory of residential location, the theory of residential requirements, the theory of residential environments and the theory of sustainable developments.(2)The process of the residential industry was analyzed deeply, which was divided into four stages in this paper, such as the dormancy stage, resuscitation stage, the preliminary formation stage and the reasonable development stage. And the problems of present situation about construction of residential sub-district are analyzed in Xi'an, including the feature of development, problems and its prediction of development based on the investigation.(3)From the angel of "the requirements of people's residence", the human settlements synthetically assess index system was established, which including seven factors and forty-two divisors, such as the traffic, housing planning , biology environment, fundamental installment , public serving installment , property management and the neighbor relationship. Then the quality of human settlements on thirty sample residential sub-districts were evaluated by applying analytic hierarchy process and adopting SAS for windows statistical software, and the results of evaluation were analyzed from different directions.(4)Policy countermeasures and suggestions are put forward to improving human settlements of residential sub-districts.
