Passage planning is one of the officers' important responsibilities, the base of vessels' safe sail, and one way of economizing the cost of sail. So it is very import to vessels, as many factors affect the passage planning, and they are not static, so the officers need to consider the affection of their changes. For the diversity of passages, the process of traditional passage planning only makes decision and chosen by officers' subjective experience, don't have a numeric standard. In this paper author will attempt to get an assessment model with numeric standard for the assessment and chosen of passage so that officers can choose an optimal passage.The paper consists of five chapters, respectively including foreword, system structure of passage compositive assessment, fuzzy synthetic evaluation, the implementation of computer assistant software and some advice and conclusion.System structure of passage compositive assessment. From the aspect of safety factor and benefit factor which affect the chosen of the passage, the author describes the affection and degree of factors. The factors include weather conditions, hydro-conditions, vessel's conditions and seafarer factor. The first two factors' affection has the large proportion. By means of inquiring some specialists and scholars, traditional sort method and "MMEM" method the author achieves the delaminated indices of passage compositive assessment system.Fuzzy synthetic evaluation of passage. By using the AHP and fuzzy synthetic evaluation evaluates the passage. There are so many factors and some of them are not sure, so the Fuzzy synthetic evaluation is suit. The first part in the paper simply describes some mathematical methods used to studynavigation technique, including the method this paper will use. The following part includes the procedure in evaluating all the factors. Firstly, establish the value of each target's right by the means of "Delphi" and "AHP" methods. Secondly describe how to establish the evaluation criteria, and then get the corresponding functions. Lastly, author will validate the feasibility and veracity of this system by instances. The demonstrations of the two examples indicate that the model is suit and has certain value for using and study.Computer assistant software. Applying computer-programming technique to implementation the corresponding software of assessment system, including software's structure, code' implementations and use instruction. Cyber technique's develop make the study of navigation convenient. The software is so that on the one hand user can validate the reliability, and other hand to be easy to evaluate the different passage, and gives some advice about the chosen of passage, lets user know the difference distinctly.
