Intelligent Overspeed-Detecting & Snapping System is a vital instrument in ITS (Intelligent Transportation Systems). It detects the speed of the suspicious vehicle using of radar, then judges whether the vehicle is over-speed. With the picture capturing unit, the system can provide the speed and picture information of the over-speed vehicle as legal evidence.The traditional Intelligent Overspeed-Detecting & Snapping Systems are usually installed at fixed places or on police vehicles, because of their high power consumption and large volume. This kind of configuration can only be used to survey a certain local area. Furthermore, it cannot meet the demand for spot processing because it needs further selection and processing of the pictures taken by the camera.To solve the above issues, this thesis, based on the study of traditional instrumentation scheme, designed and implemented a hand-held intelligent overspeed-detecting & snapping system. This system solved the shortcoming of traditional similar system, both on using mode and using method. The major works accomplished in this thesis are as follows:1. The system architecture and implementation scheme are designed, based on the study of vehicle-based mobile overspeed snapping system, and analysis of this project.2. The system interface for accepting user's command, and its software and hardware, are designed and implemented.3. The main system software is implemented based on the hardware platform.4. The issues of"bad measurement"and"bad snapping"are addressed. The system errors are theoretically discussed in detail, and some means to reduce the system errors are given.
