Along with the fast development of science and technology, the weapon equipments become more and more complex. The traditional paper-based manual's usage and management mode can't satisfy with the modern complex weapon equipments. Interactive Electronic Technical Manual (IETM) can real-time, high-efficiency technical guidance and information support provide for the maintainer, and plays more and more important role on improving the logistics guarantee level of equipment system.Standard is the base of building IETM .In this paper, IETM standardization principle is proposed and S1000D specification is chosen to guide the IETM building through analyzing the IETM standard system and its development trend. Studying the core content of S1000D specification, the data transform flow based S1000D specification is put forward. In addition, XML is used as the main representation method of data in IETM.Ontology is a formal, explicit specification of a shared conceptualization. Its target is to capture related domain knowledge, provide the shared understand of the domain, ascertain the shared vocabularies or terms of the domain, and make explicit definition about these terms and their relationships from different form levels. Ontology plays the important role in semantic representation.XML is very suitable to describe various structured and unstructured information, but it has the semantic representation limitation. In particular, it is not clear how these can be deployed outside of special purpose applications. In order to supply a gap of XML semantic representation, improve the retrieve efficiency and implement the semantic retrieve, the ontology is imported and the architecture of IETM integration system based S1000D specification and Ontology. The building domain ontology is the base of this system. Through the study of the concept, description languages, building tools and building methods of Ontology, one new methodology of building domain ontology based on quality circle is brought forward on the basis of the advantages of these methodologies and the theories of software engineering and PDCA quality circle. Finally, the laboratorial missile ontology is built in the aid of this methodology and implemented by Protege.
