| With the rapid development of logistics industry, due to the furious competition in transportation market at home, traditional transport companies are striving find the means in which to develop toward cotemporary logistics. As one of kind of primary transport mode, railway network is the artery for economic development and has certain advantages for future logistics development.To develop toward logistics for railway enterprises, at the strategic level, it is necessary to perfect the transport network, optimize management system, strengthen transport organization and rationalize resources arrangement. At the operating level, it is feasible to develop toward TPL(the abbreviation of third part logistics, named TPL in the next context for simplification) by reorganization and resources integration.Firstly, this paper gives a simple introduction to the theories such as railway freight transport, freight yard and TPL and analyzes the differences between traditional railway freight transportation and modern logistics. Secondly, the development status of railway freight transport in logistics environment is described in detail, as well as the necessity to develop toward contemporary logistics and some optional development directions. Thirdly, based on the investigation on six freight yards in Changde, the development environment is analyzed in detailed by SWOT (that is Strengths, Weaknesses, Opportunities and Threats), furthermore, the construction plan of the new logistics enterprise based on railway freight yards in Changde is presented and discussed, many new policies and measures are put forward from the points view of the perfection of operating process, expansion of existing business and the development of core competitiveness. At last, detailed index system for evaluating on general operating level of the TPL based on railway freight yard is established, valuation method such as DEA is put forward and computing process is described in detail as well. |
