Shandong Province, Water Resources Management System Study

The shortage of water resources is one of the most difficult problems we face in 21st century, and it becomes a global problem.The water resources in Shandong province are poor according to other provinces. Shandong province is one of the provinces in north China which are lack of water. To strengthen the research of the water resources management system means a great deal to increase the water using rate and exert the function of the finite water resources .Now the water resource management in river basin of China is using the combination of centralization of management and barrio management. But there are many problems between watershed management organization and agency in charge of water resources, such as the program of water resources and water conservancy projects, the management, configuration, dispatch and protection, the water resources proof of construction project and application to admission of water using, construction management of water conservancy project, flood control dispatch. It caused function interleaving and the dimness between the management, examination ,approval and supervision. And the responsibility, authority and benefit don't correspond to each other.According to the existing law , the vitality of advance with the times and principle of a factual and realistic work style and respecting history, on the basis of referring to a great deal of Chinese and foreign literature and considering the situation of our country, especially the situation of Shandong province, this paper discussed and did some research on the water resources management system in Shandong province .The paper summarized the geography, climate , character of drainage area ,the research situation both in China and abroad, the development progress of water resources abroad, and the management mode, and elaborate the characteristic, status, effect, and relationship of watershed management and barrio management. And also the paper analyzed the necessity and rationality of using watershed management and barrio management. Finally the paper gave the suggestion on how to use watershed management and barrio management :to reinforce water program work of river basin; to improve the water management system; to divide the power between river basin organization and barrio management organization reasonably; to establish mechanism of cooperation, consultation and communication to ensure information sharing; accomplish the combination of watershed management and barrio management; using advanced science and technology method to accelerate the combination of watershed management and barrio management, and so on. The research result means a great deal to water resources management in Shandong province.
