River Basin covers the mainstream and tributaries through all the region which has the characteristics of natural, hierarchy and integrity. Water cycle in river basin not only constitutes the basis of the social and economic development, but also is a core of numerous water problems. Therefore, the research on river basin water management has become cutting-edge and hot issues for academic research. It is extremely important to perform relevant theoretical research and practical exploration.The Songhua River Basin is selected as study area in this research. Songhua River is the main river that supports the economic and social development of Northeast China. At present, "Songliao model" is adapted to manage water resources in such river basin. Despite the Songhua River Basin Water Resources Management (SRBWRM) has made lots of achievements and progress in past decades, there are still great space for development. In recent years, the SRBWRM mode was paid increasingly attention on, particularly after the case of Songhua River flood in 1998 and water pollution incident in 2005. According to preliminary research results and questionnaire analysis, this paper analyzes the current mode in SRBWRM. Many drawbacks exist in current SRBWRM, which mainly embody in:there are still many management tasks existing in Songhua River Basin; the coordinating inter-agency work in such basin is needed to be strengthened; many aspects for improvement exist in water law enforcement, etc. To solve such problems, good foreign management modes are referred to analyze successful management experience. Rhine River flows through many countries in Western Europe. This river has ever suffered from a series of disasters like ecological imbalance, water damage, floods etc. After a long active exploration, Rhine Pollution Control Committee was established, the European Water Framework Directive was formulated, and some development and management results are already achieved and a mature integrated water basin management in Rhine river basin has been formed. To analyze the development process and current management mode of Rhine WRM will be reference value for Songhua River Basin which also encounters with water pollution and floods problems. Besides, Netherlands is a country always fighting with water problems because its special location and landscape features which also render water management in Netherlands is very particular. Hence, WRM system and legislature in Netherlands are profoundly instructive for water management modes in our countries and SRBWRM.Based on the above study, some suggestions are proposed for SRBWRM mode. First of all, the basis of river basin WRM is to understand the quantity of water resources; the concept of "blue-green water" and the water accounting framework are introduced. Secondly, in the implementation process of WRM, to suggest carrying out small-scale test for leading the dynamic river basin WRM in order to avoid irreversible or adverse effects. Then, by comparing the analysis results, to discuss the important and key points for performing integrated river basin WRM and adaptive management. Finally, the assumption for SRBWRM regime in future is put forward.
