Other than the relatively self-governed county power network planning, the district power distributing network planning of a medium-sized city has been subject to the main power network planning of the city, as well as attached to it. In recent years, with the rapid development of the economy, the expansion of the city and the construction of the roads, the government attaches more importance to the overall city planning, and in order to avoid the overlapped investment and construction, the far-sighted city planning and the foresight of the foundational construction are demanded. But resource of feeder passages (whether erecting power transmission lines or installing cables) is limited, thus it is becoming a key subject on how to plan the construction of power distributing network in a reasonable way, so as to ensure the optimal utilization of the resource. While consideration is to be given to the economy development and the safe power supply for the citizens, the environmental beautification and the long-term city planning as well, appropriate technics and technologies must be chosen to maximize the economic benefit of the construction funds.Since the overall city planning for the power network has made a detailed plan for the locations of substations, ranging from 500KV to 110KV, and passages of feeders, which belong to the district power network, the power network planning, as for the district power supply department, is actually the network of power distribution at medium or low voltage. For some reasons of city constructing and policy conducting, the installation of substations and the time of construction often change a lot, which makes the power distributing network planning a constantly changing and revising plan with stronger effectiveness for a given period of time. The construction of power distributing network is an project with big investment and long period of construction and utilization, which demands that the choice of materials, technics, technologies and the frame of power distributing network should be secure, economically efficient, and the local climatic and geologic conditions should also be taken into consideration.With the application of new surveying instruments and communicating technologies, more and more authentic and effective data are obtained by more means of load surveying. By analyzing these data, we can make more exact load forecasting, thus revising the previous plan and making it more reasonable. As a result of the large-scale application of GIS and more maturity of technology, the planning in different areas and at different levels becomes more convenient, thus making planning more detailed and more accurate.The main work of this paper is, by employing the example of Longwan district power distributing network, to discuss how to plan district power distribution in different areas and at different levels, to explore the choice of technics and technologies and the mode of feeder structure, and to apply the new surveying technology to load forecasting.
