| Since the 90's of upper century, under the circuntances of Government's Entrepreneuralization, Residential-Area Urban Renewal dominated by developer resulted in the "hot" rising of real estate market, and demolition and relocation of local residents. "Each year is different, three years is great diffident" is the true portrayal of Shanghai. The old residential area where exists public benefit has taken a bad effect after the totally market operation, resulting in serious social problems and continuous contradictions. Consequently, discussion related to reflections of urban renewal mechanism has been widely spreading in academic circle. Till now, with the Gradually Perfection of Land Reserve System including the perfection of property law and related Regulation system, and Recognization of Public Benefit, the demolition and relocation of this kind will be in standardization and Small-Scale. Through the development of western cities, the model of demolition and relocation will step into stable and small-scale period with the mature of city development. However, at the same time, another kind of Residential-Area Urban Renewal emerged slowly, but with more urgency and complexity. These related residential areas were built in 1950s. And with the city's general metabolism, more and more such general residential areas were needed to be modified and with higher urgency .Such kind of Urban Renewal was dominated by government as administerial issue before, whose characteristicses are complex ownership, bad construction condition, low-income groups' living and a considerable amount. Therefore, there are many disadvantages caused by such kind of Government Model, which are long-term dependence and burden on Government's Budgt, simplified treatment, negative social reflection and unsustainable mechanism. How to research and develop an appropriate mechanism for such general old residential area is imperative, which is also the main object this paper will focus on.Comparing to Shanghai, "Careful Urban Renewal" of Berlin is relatively mature and famous for its sustainability and better social acceptance. Through comparison between Berlin and Shanghai, this paper will accomplish a theoretical basis for the mechanism of Shanghai's Residential-Area Urban Renwal in the future. |
