Water Safety Assessment System Construction

Today,the sustainable development of water resource are very important issues.The traditional mode of development was pursuing high-speed economic objectives at the expense of the natural resources. Traditional methods may lead to the exhaustion of water resources and threaten the environment,which will have a direct impact on the long-term development of socio-economic. The security of Water resources are related with the life-blood of human beings,and is eccential for development,also,it is directly reated to the national economy,the livelihood of the people as well as cocial decelopment.It is necessary for the prosperity of nations.Disasters brought about by too little or too much water as well as water pollution restrict the sustainable development of the national development.This paper construct a indicator system suitable for energy and chemical industry in North Shaanxi ,and then calculate the weights through the entrop method ,finally make quantitative research on the status of water security using the comprehensive index method, analysis the status and the development in the region in the past eight years. The main conclusions are:(1) The overall situation of the water security in energy and chemical industry in North Shaanxi can not be optimistic, from 2001 to 2007, the status deteriorated from unsafe to insecurity, and it is vulnerable affected by the environment subsystems, but from 2000 to 2007 the overall status of water security was in the benign trends.(2) In Yulin City, the overall state of water security can not be optimistic, too. it is more impact on the social subsystem, before 2002, the status of water security fluctuate between unsafe and insecurity, from 2003,it is beginning into the status of insecurity, from the 2000 to 2007,the overall status developed in a good momentum.(3) In Yan'an City, water security was more affected by the economic sub-system, before 2004, it is fluctuated between the state of insecurity and unsafe, from 2004 it is developed into the status of insecurity, but the overall trend showed a good development.(4) The state of water security in Yulin City and Yan'an City are in the trend of turning increase before 2006, after that, the status of water security in Yan'an City is better than in Yulin City.
