Though scale cluster effect is a great force to the development of a city, its negative effects are always overlooked. This paper tries to make a summary of the negative ones from three aspects: economic activities; land investment; carrier of economic activities. So the necessity of avoiding these negative effects is demonstrated. Since the development of a city and its economy is closely related to the use of land, this paper aims to avoid the negative effects and achieve the goal of improving environment and the sustainable use of land through reasonable control over the use of land.Based on the analysis of the main environmental problems in the process of rapid urbanization of our country and the inherent problems of environmental capacity control indexes in planning and controlling, this paper provides a proposal of adding new environmental control indexes to the old ones and then building mathematical forms of the indexes according to their relations between each other and the practical effects. Besides, by the method of mathematical planning used in operational research, mathematical models can be set, through the calculation of which, along with the analysis of the result, beneficial mathematical references and bases are able to be provided to the decision-makers in deciding the use of land and formulating environmental capacity indexes.In the last two chapters, this paper mainly deals with some experimental researches of the application of mathematical planning in control planning, ecological planning, old city reconstruction, land exploitation and planning management. Meanwhile, how to apply this mathematical planning is also demonstrated. Despite the practical difficulties and mistakes, these researches still mean a lot to practical application and the extension of theoretical studies.
