Research On Compatibility Management Of Regulatory Detailed Planning In Urban Area

As China's economy shifts from high-speed development to high-speed development,the already tense land resources have become an important factor that must be considered in the process of urban development planning and management.How to achieve the maximum utilization of land resources and the optimization of efficiency allocation through scientific and rational planning management and far-sighted land layout has become an important issue in front of public management departments.In order to achieve this goal,the field of public management has gradually evolved into systematic management methods such as urban master planning management,controlled detailed planning management,and constructive detailed planning,focusing on improving the compatibility,inclusiveness,and sustainability of urban land resource management,In order to balance the interest game between different subjects in land resources.Among them,it is control regulation that plays an important role in the planning management system.The essence and core of the compatibility management of control regulations is to improve the compatibility of land resource management.Land compatibility management is a model of efficient and intensive use of land,increasing the value of land resources,adapting to the dynamic development of cities,changes in market economy and the system of paid use of land.The higher the compatibility of land management,the more intensive the urban development,the more comprehensive the diversified development and the less resource consumption.Land compatibility is not only an important indicator to measure the intensive use of urban land and space,but also an important reference element for evaluating environmental quality and observing development vitality.The level of compatibility management is usually greatly influenced by the positioning of the functions of the area,the criteria for defining the nature of the land,the development intensity of the land in the area,the carrying capacity of public facilities,the rigid requirements of environmental quality,and the core demands of human history.This article is based on the planning management of Jinan Ping'an District(under the jurisdiction of Jinan Economic Development Zone),and analyzes the case of Ping'an District from the perspective of planning management.First of all,this article introduces the connotation and basic issues of control regulations.As an administrative management method,the essence of planning management is to effectively optimize the urban spatial quality and development order through effective forward-looking planning,and to ease the conflicts of interest of different groups in land resources..The goal of land planning and management is to promote urban development in the direction of fairness,inclusiveness,science and flexibility.Control management must adhere to five principles,namely,the principle of compliance with laws and regulations,the principle of fairness and justice,the principle of public disclosure,the principle of operability and the principle of compatibility.Among them,the most important principle is the principle of compatibility,which is also the core content of this article.This article further analyzes the problems and reasons of compatibility management by analyzing the cases of Ping An District.There are many outstanding problems in the compatibility management of Ping'an district.For example,the preparation and management are not compatible,the dimensions and depth of the design results are not high,the practice and management are not coordinated,and the implementation of the results is constrained by laws,procedures,approvals,land use status and other aspects.The reasons for the above problems include the lack of compatibility between the upper and lower levels of the management system,the lack of compatibility between multiple planning management,the degree of compatibility between different regions is not uniform,and the compatibility range of social strata is small.Therefore,to further optimize the regulatory compatibility management level,we need to make strategies for the disease,and accurately prescribe drugs.By improving the system,optimizing the interconnection and multi-party integration of compatibility management,optimizing the development and local conditions of compatibility management,optimizing the professionalism of compatibility management,expanding participation and optimizing the universality of compatibility management,we can broaden the possibility of compatibility management.In a word,this paper hopes to put forward effective measures to improve the compatibility of planning management and optimize the efficiency of compatibility management.Efforts should be made to promote the implementation of scientific urban planning and provide targeted guidance for the urban development and project construction of economic development zone and Jinan City.
