Plan and construction work of the university campus is an important part of the university capital construction. It is related to the stability and long-term development of a university. On the background of establishing an economic society, the plan and construction of a university campus should be guided under the policies of saving resource, looking for multiple financial supports, decreasing costs, and improving efficiency. For the architecture design, saving energy techniques are adopted in addition to the reasonable building arrangement, the control of the building shape, size, orientation and layers. Moreover, the problems of daylighting and ventilation, heat preservation and insulation are also studied. The objective is to realize a reduction on energy use of buildings. For the construction management, the importance of scientific management is emphasized. A complete management system should be established while adequate experts are necessary. Specifically, the design management, engineering cost management and engineering program management are investigated and then the corresponding policies are proposed. The aim is to reduce the investment.
