Hangzhou Qianjiang New City Central Business District Urban Public Space, Building Control

This paper is based on author's experiences from research and works around recent years.The first chapter presents analysis and comparison of development upon domestic and foreign CBD spaces, as well as studies of defects of China's urban public spaces. In addition, the design of Hangzhou CBD urban spaces is refered as a successful example for further studies. This chapter forms foundation of the paper.Chapter two describes the system of public building policies. Through studying private and public buildings and represent ways of designing and building. A judgment is made that the authority should place on planning.low and policy researches so as to guide a better public space.The next three chapters focus on above three aspect, taking the public spaces of Hangzhou CBD as examples, followed by three conclusions:1,the planning research takes a dynamic procedure, result from integrate of sub-system; 2,it is important that old city planning strictly follows the rules from urban design so as to ensure urban space built under restrict control; 3. It is necessary for the authority to establish effective policy system to guide developers upon urban space lack of enough planning references.The sixth chapter presents projects under construction within the Hangzhou CBD to prove above conclusions.
