Study On Public Parking Infrastructures Development And Planning Policies For Wenzhou’s Urban Area

With the ever-accelerated development of motorization, the serious traffic jam problem has drawn wide public attention, especially on topics about the paradoxes between demands and supply of public parking infrastructures. As a rapidly-developing city in Zhejiang Province, Wenzhou is experiencing a boost rate of private car possession. The characteristics and influencing mechanism are typically sharing features of universality and originality. And several measures such as plans or policies which are relative to the public parking problems were adapted in recent years. As a result, the research on public parking infrastructures and relative plans and policies for Wenzhou’s Urban Area has realistic meanings.Based on organization of public parking theories and practice cases both in China and abroad, the article firstly analyzed the current situation of the public parking infrastructures in Wenzhou’s urban area, showing the characteristics of parking services in the aspects of both supplements and usage. Secondly, with the examples in Wenzhou’s urban area, the article pointed out several critical factors which may contribute to the development of public parking infrastructures. According to the article, the urban patterns, traffic structure, supply of public transportation, economic and social backgrounds are taken into account for the unhealthy development of parking demands. Besides, the unsuccessful institution to deal with stakeholders, capital conditions and property rights is a huge barrier for the construction practice in parking services. The existed plans and policies have also misled the wrong strategy to focus on satisfying the demands of private cars. Finally, based on the analysis above, the article proposed three directions to improve the conditions of public parking infrastructures in Wenzhou’s urban area:formulating an overall development strategy in order to constrain the demand for private cars; taking progressively measures to fulfill the targets aimed in the recent public parking plans; constructing the framework of policies which may help to establish the public-transport oriented status in the long term of traffic development.
