Railway Construction Project Quality Chain Management Operation Mechanism

The quality chain management theory is a quality management theory that is suitable for the modern production operation pattern that is multi-organizations,multi-essential factors survival of the fittest. Introducing the quality chain management theory into railroad construction project is helpful in enhancing the efficiency and level of quality management. It also can guarantee the quality work of railroad construction project smooth, quick, continuously and stable.This article takes the quality management science, the project quality management science, the system engineering, the supply chain management science and the quality chain management theory as the rationale.Following the scientific nature, the usable principle, this article mainly adopts the theory and actual unifies method, the literature analytic method and the modelling analytic method to research the railroad construction project quality chain management operational mechanism.The new progress which obtains in this research area are:(1)Started from analyzing the related concept of quality chain management. Then union the characteristic of railroad construction project, limited the related concept and primary coverage of the railroad construction project quality chain management. And elaborated the reasons why the railroad construction project quality chain management operational mechanism could be divided into four mechanisms which were the joint operation mechanism, the information sharing mechanism, the risk management mechanism and the achievements appraisal mechanism,and also the implications and reciprocity of the four mechanisms.(2)Constructed the content system of the railroad construction project quality chain management operational mechanism with emphasis, and elaborated the function process and movement way of each mechanism that produced influence and displayed function, union the characteristic of railroad construction project quality chain management. In the joint operation mechanism, mainly studied the relations of quality chain partners, also the principle and mechanism of joint operation.In information sharing mechanism, mainly analyzed the information demand of railroad construction project quality chain and the way to collect, process and store quality chain information, also introduced the structure and the function of the quality chain information management system.In the risk management mechanism, mainly distinguished the sets of risk factors of quality chain, introduced the methods to discriminate, weight and appraise the risk factors, also elaborated how to carry on the risk management from the three aspects:the risk circumvention, the risk control,the risk surveillance.In the achievements appraisal mechanism, firstly constructed the indicator system of railroad construction project quality chain achievements appraisal,and proposed the appraisal method, also discussed how to choose the strategy to improve the railroad construction project quality chain, elaborated the gradual method and the revolutionary method to improve the achievements.The research of this article is for the purpose of discussing the new idea of railroad construction project quality management in the new situation, hoping that it can provide some reference for the railroad construction project quality management in the future.
