With increasing attention has been attached to the construction of emergency response ability in all walks of life in China,more and more railway construction companies have taken tough meastures to enhance their emergency response ability so as to reduce the loss caused by accidents in construction. As an important part of emergency response ability construction among the railway construction companies,the study of assessing the railway construction companies'emergency rensponse ability on the scale of project is of vital theoretical and practical significance.Since there has not yet formed a relatively integrated or mature system in the studies of the assessment of emergency response ability construction on the scale of project among the railway construction companies in China,this thesis ventures to construct an assessing system of emergency response ability construction on the scale of project among the railway construction companies via the methods of Analytical Hierarchy Process and Fuzzy Comprehensive Evaluation to provide a new perspective for the assessement of emergency response ability construction on the scale of project among the railway construction companies.This thesis firstly constructs an index system (this system is later refined by Delphi Method) for assessing the emergency response ability on the scale of project among the railways construction companies based on a thorough analysis of the construction and operation of railway construction companies,the characteristics of emergent accidents and the emergency response ability of those railway construction companies. Then an index system is fixed and each index weight is determined throuth the method of Analytical Hierarchy Process. The second part of the thesis focuses on the Fuzzy Comprehensive Evaluation model of emergency response ability on the scale of project among railway construction companies. In this part,the thesis expounds the method of Fuzzy Comprehensive Evaluation,and put forwards the detailed procedure of the Fuzzy Comprehensive Evaluation model. The last part of the thesis is the application of the Fuzzy Comprehensive Evaluation model to the comprehensive evaluation of emergency response ability on the scale of project of China Railway Tunnel Group (CTG) through a quantitative analysis of CTG's emergency response ability on the scale of project,providing a consultation for CTG to sustainably enhance its emergency response ability.This thesis,embodies a tentative study,is inevitably prone to defects and flaws,and needs improving by later and further research studies.There are still some flaws and the insufficiency need to be further researched and the discussed on the following aspect:Further consummation indicator system's integrity and the scientific integrity, put the evaluation model into the different railroad construction enterprise or the identical enterprise with different time or different characteristic's project,and apply it into the emergency management practice in operation management of railroad construction enterprise,promote the railroad construction enterprise emergency management development.
