First-class highway has the advantages such as a high technical level,access capacity,driving speed, according to the need to control entrances and exits, significantly promotes the local economic development and low cost compared with the express highway. In the western region of China, it has been widely adopted used as an economical and effective solution for the highway. However, the rapid development of the First-class highway has also brought problems of road traffic safety, in recent years, it has a high frequency of road accidents, how to reduce the frequent traffic accidents, to improve the road traffic safety levels and to protect people's lives and loss of property from the traffic accidents have beening the objectives of the First-class highway department in Inner Mongolia.In this paper, the inter-provincal First-class highway in Inner Mongolia is the object of analysis and research. We across the board to conduct investigations and Focus on the investigation of "Baiyinchagan~Huade" section (length of 104.7km) and the "Xinlinbei~Zalantun" section (length of 81.6km), first analyze the statistical data of traffic accidents and emphasis on analysis of two typical sections, then analyze and research the data of traffic accidents and the potential safety factors which may cause accident from two angles of environmental features and road conditions.The first angle has three main aspects of the natural features, the cultural features along the First-class highway and the traffic flow characteristics of the two typical sections. The other angle has four main aspects of the linear features, the intersection characteristics, the road-side features and the traffic safety facilities. Through the above analysises and researches we can obtain the road safety situation of the First-class highway in Inner Mongolia, and on this basis, we conduct a comprehensive evaluation of traffic safety to get the safe level of the First-class highway in Inner Mongolia.This paper has the opinion that there have been some safety issues of the First-class highway in Inner Mongolia which can not be ignored. The severity of the accident is high. There must be a certain relevance between the incident and the road,traffic characteristics,environment. Along the roadside, the cultural level of the population,agricultural season and climatic features have the obvious impact on traffic safety.There has a high frequency of road accidents in a long straight road and intersections. The inadequate design of roadside safety, signs, markings, barriers and other security facilities are still not perfect, In practice, ill-considered and adopted. And on the basis of this analysises we conduct a comprehensive evaluation of raffic safety through the typical sections of "baihua" section and the "xinzha" section, we get a poor level of road traffic safety. Therefore, we need to control the accident-prone and security risks road segments, andthen lay theoretical basis in order to further and in-depth research the comprehensive measures, to improve the levels of road traffic safety in Inner Mongolia Autonomous region and to protect lives and property of the people.
