The paper mainly deals with the evolution of village power in Jin-Cha-Ji border areas as well as the influence that the evolution process has on rural society. The paper includes three parts. The first part discusses the evolution process of village power in border areas on the basis of a brief introduction of traditional village authority. The leading roles of traditional village power were the gentry. Its organizational forms mainly were clan system, Paihu system, Lvlin system, Baojia system and Shanxi village system. Village power mainly was grasped by the minority of landlords and the gentry. The masses were on the margin of power. During the Resistance War, the CPC motivated the masses in border areas and gradually established democratic village power through annual village election. The second part discusses the operation of village power in border areas. The operation is also concentrated demonstration of the evolution of village power. Villager representative system was practiced in the village power; Village leaders were decided through democratic election; Women began to take part in the power, village leaders were rejuvenated, the poor and the middle peasants began to have a command of political power, cultural level was no longer the barrier of becoming village leaders, village leaders adopted democratic approaches to solve problems and they were not paid, so they became the agents serving the country as well as the people; The function of the village power changed from collecting apportioned money to supporting the Resistance War and improving people's life. So the nature of border village power was completely changed. It became the power representing the interests of the majority, and realized the evolution of village power. The third part gives an analysis of the performance of the village power in border areas. The evolution of village power was display and motivation of rural society transformation and it played a leading role in the transformation in the entire rural society. Of course, there were some deviations in the operation of village power, and the CPC took a variety of measures to put it under control within limits.
