A Thesis Submitted To The Research And Preventive Measures On Village Officials Corruption In The Field Of Poverty Alleviation

Since the 18th national congress of the communist party of China,poverty alleviation has been regarded as the top priority of China's work.The central government has set the goal of comprehensively completing poverty alleviation by 2020.It has not only increased the investment of poverty alleviation funds year by year,but also increased the support in the construction of poverty alleviation projects.In the past seven years,we have reduced poverty by 80 million people.However,at the same time,various poverty alleviation funds have also become "ways of making profits" and "channels of exploitation" in the eyes of some people with ulterior motives.Corruption in the field of poverty alleviation has not only caused huge losses to national financial funds,but also affected the eredibility of the government in the eyes of the public.It is urgent and necessary to control the corruption in the field of poverty alleviation.In recent years,the central government and local governments have issued documents and launched special inspections to crack down on corruption in poverty alleviation.At the end of 2017,the CPC Central Commission for Discipline Inspection(CCDI)released the"work plan on the special govermance of corruption and work style in poverty alleviation from 2018 to 2020",which shows that corruption in poverty alleviation has reached an unprecedented level of importance and urgency.By collecting and analyzing the poverty alleviation corruption cases exposed by mainstream media such as the website of the national poverty alleviation and the website of the CPC central commission for discipline inspection in the past three years,this paper finds that village officials account for a large proportion among the corruption in poverty alleviation,and then analyzes the current situation,harm,main means and characteristics of the corruption of village officials through examples.The village official corruption in the field of poverty alleviation has not only damaged the economic interests of the country,seriously affected the new rural construction pace,destroyed the social benefiting policy,but also impaired the party,s and the government's image,adversely affected the normal and orderly development of rural economy and social stability.Then,this paper analyzes the institutional,economic and cultural causes of the corruption of village officials in the field of poverty alleviation,and discusses its breeding conditions.The reasons for corruption of village officials are various and different,for example,the influence of traditional rural thoughts,the low quality of village officials,and their slight political consciousness,the great temptation of money under the national strategy of targeted poverty alleviation,the various poverty alleviation projects and increasing funds year by year,meanwhile,the weak superior supervision and the punishment being not enough.Finally,this article based on the cause of poverty alleviation fields village official corruption,puts forward the prevention and management of village official corruption measures:improve the poverty alleviation work mechanism,strict implementation of poverty alleviation work in the public system,perfect the aid-the-poor funds management system,optimize the village cadres,strengthen the village officials electoral threshold,establish and improve the village official incentive mechanism,strengthen the supervision of village cadres,for honest education training,strengthen poverty alleviation village official corruption in the field of penalties,so as to fundamentally blocking village official corruption in the field of poverty alleviation.
