Since the constitution affirmed the legality of grassroots governance model ‘villageself-governance’, a new occupational group, village leaders (which refers to the basic-levelleaders in villages) emerges and plays an increasingly important role in the villageconstruction. As the direct leaders in villagers, village leaders represent the Communist Partyand the Chinese government, influence economic manufacture and social life, as well as tolead the villagers.Generally speaking, most village leaders could keep clean hands during their term ofoffice, helping agricultural production, economic development, and urbanization, but thephenomenon such as power abuse or bribes taking happens time to time. The loss it mightcause not only about economy, but also the politics. The village leaders corruption wouldnegatively affect the villagers’ economic benefit, the relationship between the Party andpeople, and also the social stability and the process of harmonious development.The author thinks the villager corruption is a new-style corruption at the current stage ofsocial development. For the reason that the villager leaders do not belong to the civil servants,and because of the fundamentality of self-governance, the villager corruption administrationcould not simply apply the exited model. Based on villager self-governance, the regulationshould go from the view of institutional improvement and focus on prevention.Based on the previous researches, this essay first tries to analyze the concept, features ofvillage leader corruption, and its relationship with institutional improvement. Secondly, itcomments the achievements and shortages of the anti-corruption performance. It analyzesthe“Three Systems”of clean government construction of Zhenlai, and giving advice aboutanti-corruption. It points out that the perfection of official system, cultivation of non-officialsystem, and the implementation of rules and regulations could all help to achieve a better andclean village governance.
