As a traditional agricultural country, farmers in our country consist of two thirds of the total population. The issues related with agriculture, farmer and rural area has always been the priority of the Party and the government, on which it has great influence regarding the overall development of our nation. Eleventh Five-Year Plan Proposal, passed on Plenum of the Party’s, put forward that, in accordance with the requirements of "Development of production, affluent life, civilization, clean and tidy village and democratic management", the new country construction should be fully forward and proceed. As the propaganda representative of Party’s policy and executor, village officials are the main force and pioneers in the new rural construction. If village officials are involved in Style of problem, however the policy is to famers’advantage, all efforts will be in vain. Taken this into consideration, whether or not the village officials corruption can be effectively hinted plays a vital role in the execution of the round policy as well as in the outcomes of new rural construction. Judging from the perspective from social influence, village official the most foundational execution power, and they are the most closest to the masses, and they are heavily connected to the masses’interests. Accordingly, the village officials corruption is most disastrous and heart-breaking corruption because every action the village officials take, it will be observed by the masses and affect the images of which Party and Government leave on the masses, which directly will influence the relationship between Party and the masses. For better, the corruption will hinder the farmers’productivity and for worse, it shakes the stability of Grassroots political power.Therefore, exploring the stems of village officials corruption and searching for effective control and punish countermeasures have become the priority under this new rural construction background. What on earth causes the village officials corruption and what are the factors? How to build the anti-corruption system to ban the corruption? This paper aims at finding solutions to handle the corruption issue through on-field research and systemic analysis. The whole paper consists of three parts:Introduction, three bodies and the conclusion part. The introduction part briefly describes the background for composing this essay, and the significance of the research. Also, it reviews surveys scholars at home or board have had on the corruption issue and countermeasure system. What’s more, it explains the research method and innovation points of this essay. In the first body part, it first explains the research perspectives and theoretical foundations, along with the theories of controlling both in the country and on the internet, which pave the way for situational analysis and controlling system. Secondly, it defines related conceptions, mainly the differences between village officials and village officials corruption.Then the second body part is base on an on-field research of A county in Hubei, which lasts for one month. This part of the essay is written strictly to the research data, accompanied by corruption case studies of village officials throughout the country. In short, this part describes the current village official corruption situation in China, including main types of village official corruption behaviors, its characteristics and the damages. Meantime, it makes an analysis of corruption reasons from both subjective and objective perspectives. The third body part introduces system theory, and establishes anti-corruption models for punishing, preventing and controlling corruption from five different perspectives, aiming to exploring more creative perspectives apart from anti-corruption system based on the research data. In the conclusion part, it summarizes the whole essay and put forward the new orientation for further study and research.
