The Analysis And Countermeasure Of Village Officials' Corruption In The Process Of Urbanization

The village officials have the dual agency identity of non official and official.Although the village officials are not listed in the state administration system,but their agency of state power plays a basic role in the grass-roots level.In recent years,with the rapid development of economy and urbanization,the problem of village officials' corruption burst frequently.The amount of money involved is becoming more substantial,especially in villages and towns near by cities.Compared with the officials' corruption,the masses feel more deeply and hate more about village officials' corruption.The village officials' corruption not only harms people's interest and trust in the party and government,but also destroys the economic development and social stability.I have been working in many departments,such as the government of township,the Organization Department and Discipline Committee.As I have extensive contacts with village officials,so I have more understanding of village officials' behavior and values.In order to identify the reasons of village officials' corruption in the process of urbanization and propose well-directed suggestions,I have analyzed the all cases of village officials' corruption in A district of Xi'an within 3 years.Besides,in order to do a good job,I have carried out a questionnaire survey on the 200 respondents who have more contacts with the village officials.Through case analyzing and research,the problem of village officials' corruption in A district mainly manifests in five types and puts up to five characteristics,which is severely harmful.Taking into account the subjective and objective reasons,the thesis comes up with 15 measures to prevent the problem.Along with this,in order to provide a useful reference,the thesis comes up with some solutions,such as forming Supervision Association of Peasant and taking governance to the micro power.
