The Research About The Mode Of "the Unite Of Two Elections" In Villager's Autonomy

From encating The Organic Law on Villagers' Committees(Trial) in 1987 to revising The Organic Law on Villagers' Committees and cacel trilaling to spread in the whole nation, the legal construction of villager's autonomy is improving and the organization construction of the village committee is established and refined by the legal.All this make Rural power structure in China undergone a fundamental change.There has a transition from monistic power structure whch is based on party branch in people's commune to dual power structure which is based on party branch and villager's committees which is marked China's villager's autonomy institutions is essentially implementation in the whole nation. After dual power structure's forming,the village Party branch and Village committee (called it "the two committees of the village ") produce many contradictions and conflicts around various problems in the village especially in decision-making and management in the villages important affairs in the pacticing of the villager's autonomy.The theoretical workers find many ways from different standpoints in order to solve the problem and the Central Committee and the State Council publish a notice on Further Strengthening the oork of elections of new villagers'committees(namely Document No.14) in 2002.There is content of "Four advocate" in this notice whitch advocate the position of the Party branch secretary and village committee director is hold by one people and the members of the village party branch and village committee cross office. This policy is called "the unite of two elections" by GuoZhenlin. Since then the mode of "the unite of two elections" became mainstream and promoted throughout the country.But this caused a heated debate in the nation,some people think it is a ideal choice to sovle the problem of the village party branch and village committee,some people think it will not resolve conflct but will be the institutional factor of aggravate contradictions.The writer make a survey research which take S village in Shandong province as a exmple for investigating the implementation and emerging issues about the mode of "the unite of two elections in the implementation process and analysising of the actual implementation in rural areas.This paper has five parts:The first part is introduction, which describes the purpose, significance and relevance of research methods of this paper and the theory of writing this article Summary.The second part is a detailed description of the mode of "the unite of two elections", mainly related to the concepts, the specific mode of operation and operating procedures, introduction, and the formation of this model the historical background of the formation process and the model established introduced and the introduction about the historical background, the formation process and the establishment of this model.The third part is the case stuy of the mode of "the unite of two elections".The writer analysis the specific operation in villager's autonomy, mainly related to the overview of the village, the establishment of model in S village,the achievements and problems in the process of the mode of implementation.The fourth part is the thoughts and suggestions about further implementation of the mode in rural areas, mainly aimed at giving some specific measures and suggestions about the problems in the implementation process of this moe in order to overcoming the lack of the mode and making better serbices for the villager's autonomy.The last part is the conclusion which make a summary overviewof this paper.And it point out that althongh there existing some problems in the running process,the mode is a better system selection to solve the relation problems of the two committees in the current villager's autonomy,and it has a greater space for development.
