Cities are the basic units of the national competition and the leaders of creating wealth and developing economic. Competitions between countries are the competitions of national comprehensive strengths. In the final analysis, they are the overall contests between the cities in the countries. With the situation that the economy globalization and localization developing hand in hand, the position of cities in international economy are more and more important and the trend of cities'global competitions is increasing. The competitive strength of cities has been an important factor in national competitions. City Government, as the main part of the city's management, are responsible for the revitalization of the urban economy, building the core competitiveness and enhance the city's comprehensive competitiveness. As a part of the factors in urban competitiveness, Government competitive power has attracted more and more attention by cities. The strength of Government competitive power is also having an affect on the city's comprehensive strength to some certain extent. Therefore, building strong Government competitive power, enhancing the government's ability and level in management have become the primary prerequisites to the city governments in guiding and promoting the overall development of the cities.Qingdao is the leading city in economic developing of the Shandong Peninsula, and its overall strength and economic, environmental, tourism single strength have strong competitiveness in our country. It has high reputation by "Sailing Capital" "civilized city" and so on. All these achievements are inseparable with the strong managerant ability and Government competitive power of Qingdao. But there are clearly insufficient research in the area wheather Qingdao Government has strong competitive, whether it is still deficient in some respects. In academia, there are a wide range of strdy on urban competitiveness and government's ability, but the study on local government's competetion is still scarce. Dr. Ni Pengfei's "Blue Book of City Competitiveness" have involved in this, but only provide the relevant data and have not given detailed analysis. Therefore, for the current lack of academic research, this topic choose the "Government Competitive Power of Qingdao" as an study object for detailed analysis and discussion. This study is based on the relevant data in recent years provided in Dr. Ni Pengfei's "Blue Book of City Competitiveness", and use comparative research methods including horizontal and vertical comparison of comparison. Through the comparing of all aspects of Government competitive power of Qingdao and Dalian, and the comparing of Qingdao Government's own situation in recent years, this article reflects the situation of Government competitive power of Qingdao in detail, and it has certain theoretical and practical significance.From an academic point, this study is a shortcomings complement to the existing research on the Government's competitiveness, and can provide some reference for the continue research in this area. From the realistic point, through comparing specific data, studying on the Government Competitive Power of Qingdao, can more clearly identify the advantages that the Qingdao government precede the other peer cities, and disadvantages that the Qingdao government inferior to the other peer cities by now, then we can get a comprehensive analysis of the current situation of the Government Competitive Power of Qingdao.
