The Giant Department Reform-study On The Internal Administrative System Reform Of Chinese Higher Schools

Since the 17th meeting of the Communist Party of China, the giant department system has been the new idea of Government Organizational Reform. Generally speaking, the giant department system puts the departments, which have the same or similar functions, into the whole new department. This way can solve the problems of the coordinate, inefficient, huge organization between two departments. In recent years, Chinese colleges and universities have made great achievements. However, they are still infronted with such problems as huge organization, inefficient and abuse of executive authority. By studying and summarizing the existing problems of internal administrative system of higher schools, combined with the running regularity of higher schools, this paper proposed the ideas that the internal administrative system of higher schools should use for reference on giant department system reform. Based on the theories of Process Reengineering Theory and Flattening Organizational Structure, and the empirical study of Shandong University, Wuhan University, Wuhan University of Science and Technology Zhongnan Branch, the feasibility that the internal administrative system of higher schools should Use for Reference on giant department system reform is demonstrated. By analysis of the experiences, lessons and enlightenments of the five universities, this paper proposed the basic thoughts of higher schools about how to adopt giant department system reform. In addition, this present paper proposes some useful suggestions as follows: Education Administrative Department, Colleges and Universities as subjects, Carrying out university autonomy, Improving college evaluation, Properly handling the issues of powers, and Scientifically designing Organization Structure. Methodologically, the research adopts the theories and approaches from administration science, management, and education. Based on giant department system reform, the paper makes a new exploration on internal administrative system of higher schools. Therefore, this paper could be regarded as a pioneer contribution to both broaden new fields and carry out internal administrative system's further reform.
