An Analysis On "the Core Of Ruling By Law Is Ruling By Constitution"

To build a socialist country ruling by law is the fundamental strategy by which the Communist Party of China, leading the people, managing state affairs. Ruling a country by law firstly means ruling the country by constitution is another important measure our country put forward after the establishment of ruling by law. Focusing on this topic, this thesis mainly illustrates from the following four aspects. First, it discusses the connotation of ruling by law and the proposition of the basic strategy of ruling by law as well as its establishment process, and makes it clear that ruling by law is "according to general legal rules" rather than managing the country according to individual will, comparing ruling by man with ruling by law. Second, it illustrates why it is said that ruling by constitution is the core of ruling by law and how to set the authority of constitutional supremacy to ensure the implement of constitution.Third, it analyses the difficulties and impediments the constitution runs into in its implement process. Fourth, it puts forward the methods and measures for ruling by constitution.
