Research On The Core Competence Of The Rule Of Law

In the context of advancing the rule of law comprehensively,applying the "Core Competence" which is the theoretical achievement combined with Management and Economics to the rule of law,thus forming “the Core Competence of the Rule” of Law which will create sustainable value and is difficult to be copied,will create the new function of the rule of law in the new era and provide a new direction and new ideas to the rule of law construction of Jiangsu Province.The main features of the core competence of the rule of law are value,uniqueness and dignity,which are also the main criterions for measuring the level of core competitiveness of the rule of law.The logic relationship between the core competitiveness of the rule of law and the construction of the rule of law is: enhancing the core competitiveness of the rule of law is the core target to promote the construction of the rule of law;the way to enhance the core competence of rule of law is the path we have to follow to construct the rule of law;promoting the construction of the law-based government is the core mean to enhance the core competitiveness of the rule of law in Jiangsu.Therefore,using the construction of the law-based government as the key word to promoting the core competitiveness of the rule of law has practical significance.Undeniably,the rule of law and the construction in Jiangsu has made great achievements.However,in the new period of historical transformation,there are still some problems,for example,the value pursuit of the construction of the rule of law of Jiangsu Province still has to be promoted,the uniqueness the construction of the rule of law of Jiangsu Province still has to be found,the ductility still need to be further strengthened.To enhance the core competence of the rule of law as the goal to promote the construction of the rule of law in Jiangsu Province from the perspective of promoting the construction of the law-based government in Jiangsu Province,the main initiatives are: first,using "the overall view of rule of law" to promote the value of the core competence of the rule of law,which not only need the transformation of concept of the rule of law and the promoting of level of the law-based government as a breakthrough,but also need the implementation of officers forced learning system of rule of law to protect;second,using "the non-fundamental system gap" to promoting the uniqueness of the core competence of the rule of law,which requires more scientific system design,ensuring the implementation of the system better,faster and more real,and forming a more powerful system;thirdly,using "the rule of law construction kinetic energy" to promoting the dignity of the core competence of the rule of law,which requires attention to the extension of vertical,time and geographical.At the same time,we should improve the legal environment of the construction of the rule of law to ensure the steady improvement of the core competence of the rule of law.
