Study On Application Of Mbo In The Responsibility System For Party Building In Government Organs

The complete significant issue of enhancing the scientific level of Party building has been clearly put forward in the 17th Session of the Fourth Plenary Session of Communist Party. The responsibility system for Party building in government organs is the important way to promote the construction of Party in government organs. The responsibility system for Party building in government organs, which is systematic, scientific and standardized, plays the important role in improving the scientific level of Party building. However, the thought and methods of the implementation of the responsibility system have lagged behind currently. The imperfect prompting mechanism seriously impedes these functions.How to apply MBO and performance management theory and methods that are now widely applied by enterprises and the public organizations is the key of this paper. This paper, taking the responsibility system for Party building in Tianjin government organs as an example, on the basis of the characteristics of the our time, expatiates the basic theories and practical significance of introducing MBO to the responsibility system for Party building in government organs, presents the application of MBO of the present situation and characteristics in government organs and public organizations as well as analyses the problems in the formulation, implementation and assessment of objectives and assessment results. The paper presents specific measures of improvement by MBO, AHP, 360-degree feedback and quantitative measurement seeking to build a more reasonable and scientific operation and management system of the responsibility system for Party building in government organs. The thesis offers reference and consult to strengthen party building, enhance the scientific level of Party building and innovate the research of Party building.
