Currently, our socialist market economy has been basically shaped, with the proceeding of Reform and Opening-up, the content of the reform goes further and more detailed. In the context of China’s entry into the WTO and the acceleration of internationalization, the government must meet the needs of the global competition and the development of the market economy. the Second Plenary Session of the Seventeenth Central Committee of the Communist Party proposed, to implement the government performance management and administrative accountability, the establishment of scientific and reasonable government performance evaluation system and mechanism. The 18th National Congress also requires that "innovative administration mode, improve the government’s public trust and executive power, and promote the government performance management". As an innovation of government management system, the government performance management is taken more seriously across the country. It uses scientific methods, standards and procedures for the work of government agencies to make the objective and accurate evaluation, and to propose improvement on the basis of the evaluation of government performance. But the reality of the situation is the government performance management in China is still in the exploration and improvement stage, the public management and government reform experience of developed market economy countries are worth learning, further theoretical study and practical exploration should be strengthened. This thesis compares and analyzes the performance management practice of Fujian Province, Gansu province and Qingdao City, and sets the government performance management of Baotou City Qingshan District as an example, interpreting "The government performance management measures of Qingshan District " from performance plan, performance implementation, performance evaluation, performance feedback and interview, the use of performance result. Evaluating the result of the MEASURES, proposing insufficient and looking for the reasons, trying to search a performance management solution suits for the government of Qingshan District from key performance indicators evaluation, the 360 degree performance evaluation, management by objectives, the balanced score card.
