The study on the strategies of public opinion publicity in warfare under IT-based conditions aims at exploring the most scientific and effective methods for the PLA to carry on the public opinion war under IT-based conditions and it is important for the PLA to improve the implementation of the public opinion war in wartime under IT-based conditions.The present thesis explores the theory basis of strategies of the public opinion publicity in wartime under IT-based conditions, reviews the history of the PLA in choosing strategies of public opinion publicity during wartime and summarizes their basic historical experience, makes a specific analysis on the status quo of the PLA's applying the strategies of public opinion publicity in wartime, and furthermore, the strategies of public opinion publicity in wartime under IT-based conditions for the PLA are thus forwarded. With the Marxist theory of journalism as the basic guiding theory; with the relative approaches and perspectives of communication studies, psychology, military strategy theories and some other subjects as the main guiding theory; this thesis constructs a system concerning the strategies of public opinion publicity in wartime under IT-based conditions for the PLA from five aspects: as for the public opinion publicity in wartime under IT-based conditions, The selection of the content should aim at the changes of the international situation, the policy and guidance of the Military commission of the Central Committee, and the specific background of the publicity audience; the selection of the opportunity should be based on the condition that the public opinion is accurately analyzed, the chance is never missed and the subject of the publicity is changed at the right moment; the selection of the intensity should be in accordance with the character of the content of publicity, the actuality of the wartime, the characteristics of the audience; the selection of the objects should aim at those who play a leading role in the war or those who have a great influence on the process of the war; the selection of the means should be based on the condition that the traditional means of publicity should be improved, and the research and application of the high-tech means should be accelerated.
