Research On Women Federation's Participation In Public Administration

The public governance theory that emphasizes government, individuals and NGO (Non-Government Organization) as the principal part of Public Service Management, sharing the resources, interacting with each other, participating in policy making and providing the public service, not only helps the western governments build a new model for public administration, but also has a profound influence on China after its reforming and opening-up. With the development of market economy, transformation of government's function, attenuation of institutions and the springing up of the civil society, state power has been transformed from unlimited power to limited one, government function from"omnipotent"to'efficiency-oriented". But the validity and rationality of"small government"relies on the improvement of the capacity in organization and management of the big society'. The collaboration and joint governance between government and society have become an objective trend.As a civil society, women's federation is a bridge between the CPC & government and the women masses, which is an important support for the regime. The big changes of the society where it exists and runs not only have had a significant impact on its status and function in the social structure, but also have offered opportunity to involve in the public administration. The advantages of women's federation in terms of politics, organization, members and the type of societal work help it involve in public administration. But the bottleneck problems like the limitation in the network,, mechanism and personnel composition has made it confronted with flinty challenges.In order to deal with this situation, the article reckons that the four types of relationship of Women's federation, which is the relationship between Women's federation and the party in power, government, local women organizations, and other social groups, . should be well organized, The article proposes women's federation's efficient involvement in public administration and services by clarification of organization orientation, function and structure as the foundation, through innovation in the working system in aspect of social environment, participating channel, working mechanism and working methods as the basic approach, as well as via the team building of full-time staff, women delegates, women social workers and volunteer as the guarantee.
