The Women's Federation is the most authoritative and influential women's organization in China.It has the largest grass root base,and very complete organizational structure.As social change occurs,the Women's Federation has become inadaptable to the social network it deals with.Women's Federation encounters issues such as unbalanced structure,unclear positioning and inflexible system.These are mainly due to the inter-dependency of the federation's multi-properties associating the party,the government and society.The repetitiveness in management has caused low efficiency in the federation's functional operation.Therefore,reform of the organization's structure is necessary for the Women's Federation.This essay,through elaboration on three aspects,which are,the Federation's unfitness to the social transformation,the low efficiency of the organization's role on behalf of the government,and the continuous deteriorating function of the Federation in office,asserts the essentialness of organizational restructuring of the Federation.In the essay,according to the report of the 17th CPC national congress and targeting breakthrough of solving the relationship of the role of politics,the role of government representative,and the role of social function,the author has suggested that Dalian's Women's Federation should be divided into three units at different levels.These three units are:Party's women work organization, government gender equality affairs organization,and women's public association.They will respectively perform their own responsibilities and form a lucid,concise,yet united system in general.The essay takes the example of Dalian Women's Federation,and proposes a practical and forward-looking organizational structure for the Women's Federation.Also,the essay explores potential pros and cons for the reform,including processes needed to carry the reform,which has provided reference for future changes within the system.
