Campus is a highly concentrated place of population, especially for the primary and secondary school where students spend much time on study and other activities. At the same time, students in these schools are usually very young and they lack the ability to protect themselves very well. When the natural disasters, external injuries and school violence occur suddenly, they are more likely to be hurt than the adults. It can often lead to a direct or indirect threat to the normal activities of schools and cause even worse consequences and a chain reaction, such as destruction of teaching facilities, damage to the school's reputation and so on.With the speeding up of urbanization, more and more people are pouring into the city, especially big cities. Changping District, Beijing City faces the same problem. With social environment becoming more and more complicated, a series of major casualties, financial loss, ecological impact of unexpected events happen in succession, which seriously affect the stability of social environment, particularly, threatening the stability of primary and middle schools. All these factors force the schools to reinforce the crisis management of campuses. So study on the crisis management has attached great public concerns. And how to set up a scientific system to manage school crisis and identify the duty of every participant have become the main topic being researched by related departments of Changping District, Beijing City.This paper bases on analyzing the present situation of crisis management in primary and middle schools in Changping District, Beijing City and finding the problems to be solved by applying the following research methods, such as citations, interviews and questionnaire. The main subject of the thesis is the 4R-model Crisis Management Theory, which is put forward by Robert Heath and aims to analyze how to improve the crisis management in these schools.
