Nowadays, under the background of implementing strategy of invigorating China through science and education, and strategy of building a harmonious society comprehensively, bilingual education plays a significant and special role in economic development of Xinjiang Uygur Autonomous Region, in solidification of all peoples in our country, in quality improvement of the broad mass of people. Whether education can be developed or not depends on teachers' quality. Construction of bilingual teachers troop is the bottleneck restricting the development of bilingual education. With the importance visualization of bilingual education, research on bilingual education is increasing, but research on bilingual teacher is little, and focus on bilingual teachers' training. In this study, we take Zepu County in Kashgar Region as an entry point, do a deep and meticulous field research, and have a systematical study and display status of bilingual teachers troop. Hoping through this thesis, we can provide reference for other regions, and put forward suggestions for the insufficient place, in order to provide basis of formulating policy for ZePu county and related departments.The researcher did a-month investigation in Zepu County, Kashgar Region, and had a more comprehensive understanding of the status quo of bilingual teachers, mainly through methods of questionnaires, interviews, lectures and so on. After the collation and inductive analysis, we found some problems as follows:(1) The number of bilingual teachers is insufficient and ethnic proportion is imbalanced; (2) Bilingual teachers should further improve their quality of teaching; (3) Bilingual teacher training system is not perfect; (4) Bilingual teachers are extremely dissatisfied with the status quo. The reasons for this situation are manifold. In order to improve the construction of bilingual teachers troop, for ensuring the quantities, the state should formulate corresponding policies and regulations, local governments should develop a special preferential policies, bilingual schools should improve the treatment, Xinjiang and the mainland colleges should provide help; for improving the quality of bilingual teachers, the bilingual teachers' qualification certification system should be formulated, the bilingual teachers pre-occupational cultivation should be improved, the quality of bilingual teachers training should be strengthened, bilingual environment should be provided, and bilingual teachers should enhance their learning.Only through better construction of bilingual teachers, can bilingual education in Xinjiang achieve a better development, economic development and social progress be promoted in Xinjiang, and to some extent, peoples' solidification and national unity be maintained. However, the improvement of construction of bilingual teachers troop cannot be completed overnight. It will be a long process, supported by different types of school at all levels and people from different fields.
