Mankind has entered a new century.The international competition is becoming increasingly in economy and technology on the basis of comprehensive national strength.All countries in the world to education reform on the basis of future strategic decision, and teacher development is the key to success, education reform in how the teachers and education reform, directly affects the process and result. So improving teachers' quality becomes common voice of the society.Since the 1990s, the teacher professional development in our country,and school-based research because of its practical and pertinence, flexibility, become the importance to promote teacher's professional development. The teacher education reform is promoting teachers' professional development and exploration of the major issue.School-based research and teachers' professional development closely related to the research to improve teachers' professional development for teachers can overcome the ultimate goal of education research divorced from reality. Study is to explore the school-based research to promote teachers' professional development in an effective way.The article is based on a research of NO.11 hight school in fuzhou, action research, case study, questionnaire survey method which the authors conclude, analyze, and compare with the implementation of teacher professional development stages of school-based research adapt to improving teachers' professional development and practice of the school-based research mode. The problem is thouroughly studied and thought, They put forward the school-based teacher professional development countermeasures and suggestions of research, and also puts forward three kinds of school-based training mode, namely constructing shared mental models based on the research model, based on the model,and based on hierarchy of school-based training of school-based research mode.
