After nearly ten-year development, Independent Colleges in Hubei Province have made greater achievements, which account for 25.4 percent of Hubei Universities on the total number. The enrollment students occupy one-fifth of all the in-college students of Hubei Universities.While the structural problems existing at the beginning of the establishment of Independent Colleges, and the decreasing effective sources for Independent Colleges decreased along with peak-age population for higher education past pushed Independent Colleges into the peak period with different issues and also affected the sustainable development of Independent Colleges.In this thesis, the author firstly arranges the objective reasons for the generation of independent colleges, reviews the history of independent colleges in Hubei simply, and sums up the contribution of independent colleges for higher education from the two aspects: promoting the reform of higher education system and relieving the shortage of education funds, then analyzes the current situation of independent colleges from the following five respects: the funds, teacher structure, teaching status, student management, and survival space. The author tries to find the main problems through a series of investigation, research, data contrast, interview etc., and identify the fundamental causes of these problems. The source of funds of Hubei independent colleges is single, just coming from students'tuition to sustain the whole operation, whereas the capital flows are complex. Only 40% of revenue is used for schooling, which result in an extraordinarily tight budget. Locking in the funds, independent schools cannot make various constructions, which lead to the shortage of teachers, chaotic management, lower social acceptance, and the living space has shrunk sharply with the source of students reducing. The fundamental reasons for the above troubles are that the practical controllers aren't large-scale normal enterprises, let alone familiarize themselves with the education rules. The hosts, who should take the management responsibility, mostly consider independent colleges as the tools for grabbing profits. The governmental education department, who should shoulder the supervision responsibility, still clings to the state-owned schools'management models, which lead the supervision cannot be executed. Facing so large an important group, the thesis lastly brings forward some simple ideas and strategies to solve the problems from two levels of their own (Independent colleges themselves) and the government.The thesis expects to facilitate Independent Colleges to get rid of the existing and coming dilemma and step on the development peak of virtuous, high-quality, new level through the above research.
